The
meeting was called to order by Patrick Roques.
Receipt of Letters from Agency Heads naming
Representatives and Alternates to the TWMC were discussed.
The TWMC's Purpose statement
was discussed.
Dee
Lurry
asked what were our expected outcomes of the conference.
The group discussed the need to cite accomplishments since the last conference.
Dee suggested that we could do smaller chunks of the original goals that
were set forward to remain credible.
Paul
Rodman
noted that due to not having dedicated resources
to follow up on issues brought up at the last Congress, the monitoring
activity survey has not been put together in a database.
Darrell
Peckham
discussed providing Cindy Loeffler with a
general accounting of time and accomplishments of
TxWIN since the last Congress. If accounting of time shows more
than half an FTE then one of the suggestions of the Congress may be to
increase the FTE allotment to the Council.
Issues about
registration for the Congress were discussed. Discussion on TNRIS' favorable
experience with Pace Travel reported by Darrell Peckham. Darrell will
contact Pace Travel to get an estimate on outsourcing
registration services. Cindy Loeffler will check on bidding practices.
Darrell, Cindy and Bruce will follow up on outsourcing registration by
next week.
Robert Bradley
brought a draft of a TWMC Announcement Brochure.
A few revisions were discussed.
WEBSITE
UPDATES:
Eric Mendlemen, Texas
Watch Program, wants TWMC homepage to feature a link to the
Texas Watch web site. Russell Pankratz will
incorporate this.
TXWIN
will be hosting Water Smart's web
site on their server. Look for the launch of www.watersmart.org
in May, 2000.
Russell
took digital images of meeting in progress to put on web site.

Loeffler will contact Kimberly Sims-Iannelli about Senator Brown for The
Importance of Accurate and Timely Water Data for Legislative Issues.
Darrell
Peckham has already talked to Roddy Seekins, PBS&J (has agreed) for Private
vs. Public Data Management relationships.
Cindy
Loeffler will check with Jim Patek, Parsons ES for Surface Water Availability
Models.
Janie
Hopkins checked with Robert Mace, TWDB for Ground-water Availability models.
Bruce
Lesikar will check on getting someone for Atmospheric Availability Models.
Ronn
Brock will check on someone for Data for Drought and Flood Management
(USACE new initiative) - Corps Water Management System.
Darrell
will check with Drew Decker about Erika Boghici TNRIS for Stratmap and
hydrology basemap issues.
Patrick
Roques will check with Robert Miranda, TNRCC for Surface Water Quality
Models-Clean Rivers Program TNRCC.
Dee
Lurry was going to talk to some people at USGS for Field Operations &
Standard Techniques.
The
Tues. 8:35 scheduled "Field Operations and Standard Techniques" was moved
to 5:00 Monday. The scheduled reception will be moved forward by 30 minutes
or so.
FOR
TUESDAY = Continue General Session for 2 hours and Breakout Sessions
for Focus groups.

Patrick, TWMC Chair and Ronn Brock, TWMC Co-Chair will address expected
outcomes of the conference later in the morning..

Loeffler will ask Carol Baker, Harris Galveston Subsidence District for
Regional Water Planning speaker.

Loeffler, TPWD will speak on Cooperative efforts: What Are We Learning?
Darrell
Peckham will ask Bill Hoffman, City of Austin.
FOR
WEDNESDAY = Reports from Focus groups and 2000 Congress Wrap-up.
Patrick
Roques presented the draft schedule of topics for the Technology Session
and got a lot of good suggestions. At the next meeting, chairs will handout
their proposed topics or agenda, at what ever stage it is, and we will
have a similar discussion.
