The Meeting was held at the U.S. Geological Survey offices in northeast Austin on January 11, 2001.

Patrick called meeting to order at 10:20 A.M.

2000 Congress Proceedings
Robert passed out draft copies of TWMC's 2000 Proceedings. The Council briefly reviewed the draft.

Council discussed enclosing a cover letter with the proceedings to the legislature and all attendees. Robert will route draft letter through the TWDB's legislative liaison for review. Things to include in the letter;
What council is, mention SB1/75th Legislature, list objectives, list members, recommendation.

Review of TWMC charter and bylaws
Discussion about revising MOA (Memorandum Of Agreement) among the 3 state agencies that are active in the Texas Water Monitoring Council. Develop a generic form that would be approved. Containing what is expected from the participant and how it will benefit participant. Points discussed:

  • Identify objectives of TWMC
  • Objectives, goals
  • Ensure continued support by allocating staff time
  • Support recommendations of Council
  • Who are participants?
  • How do new participants sign on?

Financing Options
Council discussed what options the TWMC has of working with an existing non-profit corporation/association to handle finances. Robert agreed to have the TWDB's legal counsel look over the TWMC's history (SB1, charter & bylaws) and to try to get some issues researched. Robert will let the council know as soon as he finds out something.

Year 2001 TWMC Projects
The Council discussed the possibility of having a Groundwater focused meeting somewhere in West Texas.

TPWD-TNRCC Biological Training

Council discussed the need to start thinking about where to hold the 2002 Congress. Galveston was considered a possibility, although Austin is centrally located.

Next TWMC will be scheduled for April 5th at 10:15 A.M., USGS District Offices.
